TOPIC New Zealand's medico-legal system is characterised by two distinctive features:
1. the absence of malpractice liability through the no- fault ACC scheme; and
2. the role of the Health and Disability Commissioner
whose focus is on low level complaints resolution and
learning from complaints to improve the quality of
healthcare.
Yet many health professionals feel trapped in a culture of blame.
Why does this perception exist and how can we address it to create a culture of learning.
